I agree with the shifty shift and actually that has been discussed before. I think you can do something like this against a friend (someone you know well) but I think it's poor form to do it otherwise.
I always ask myself why a rule is written the way it is. Many of the current rules were written to make it harder to cheat (something that was more common 20-30 years ago). That is why the rules say to play with only one hand. It's also why you are supposed to reposition the dice only "to facilitate moving the checkers", not just because you like to see them butted together, etc.
If these rules are unnecessary they should be eliminated. Otherwise, IMO, it's not an imposition to follow them. More strongly, it is a player's duty to follow them.
As far as the (new in 2007) US Clock Rules, again they are there (or should be there) for a reason. Hitting the clock with the moving hand makes it impossible to hit the clock before you're finished moving. I assume that is why the rule is written the way it is. At least we have a rule for premature dice pickup, but I wonder how easily even that will be to enforce. (How long does the offended player have to let his clock burn to prove to the offender that he picked up the dice prematurely? If you're reaching toward the clock, are you allowed to pull your hand back? Etc.)
