Clocks at Midwest

Me TOO! I heard Bill say that he'd have all divisions with "clocks on request". Of course that only works if there are enough clocks to meet the "on request" needs.
I brought my GTII and played my four matches with it. Larry Liebster was my first opponent in the Championship and I suggested that we use it in the "no penalty mode" (i.e. that would not be lost, even if time ran out) so that he could have some learning time for the mechanics. He was very pleased to get some more experience with the clock. He used up a lot of his allotted RESERVE TIME (set at 22 minutes to start our 11 point match). AND we used the 12 seconds FREE for our "DELAY" time. The match was pretty one sided (in my favor)ending in 9 games with a score of 11:3.
At the end, I had 14:47 minutes RESERVE time left and he had only 4:09 left. If the match had been closer, with even only 3-4 games more needed, he would probably have TIMED OUT, losing on time. Since our goal is NOT to win by losing on time, but rather to keep the matches moving at a reasonable pace, the TIME CONTROLS for our octogenarians might need to be increased to perhaps 14 seconds DELAY time?
Consideration should be given to those with handicaps of any kind (e.g. vision challenged, dexterity challenged, tremors, ...etc.). We do NOT WANT to drive any of our players from the game!
Perhaps relaxed DELAY time is one possible answer, another is the possible use of all four dice for the dexterity challenged. I have a wheelchair-bound player whose ability to pick up the dice is very slow [tremors & tactile accuracy]. I have addressed this in our weekly tournaments, when one of his matches requires a clock (due to schedule issues), they use all four dice. He rolls the dice, makes his play, hits his clock, THEN picks up his dice (off of clock time). Meanwhile his opponent begins his turn while those dice are still being picked up. It works well and only one time has the match TIMED OUT.
