This is a matter of definition and will always hold true if you use the same neural net and the same parameters for error rates and luck. "

For this to hold true, the evaluation (no matter the level) must be perfect. If you use 0ply for luck and for errors, you won't get exactly 50%. And neither if you use 2ply for both. You may get something close to 50%, since the evals are pretty good, but they are not perfect.
