IMHO it depends. In Gnubg 1-ply or higher partly yes, because Gnubg uses cube decisions in the game tree. In the original paper of Janowski in my understanding it is the change between either the centered cube or the owned cube curve and the other owned curve. Imho the difference in Janowski paper has no notion of the cost of delaying the cube.
