Phil, you are reasonable, rational (most of the time :), and have thought about this stuff for a LONG time. You also are a proponent. (Not bad things, just true things. And things many players are not.)

I'd like to have a nickel for every time I've asked my opponent about using a clock in a "clocks upon mutual agreement" situation and they've started their answer "I'm not a slow player...".

I'm in favor of "baffle boxes on request of EITHER player" but there are going to be big egos using loud voices until they become the norm. Of course that is typical of growing pains with any change.
