ruling in Madison

If "legal plays" were the rule then consciously not requiring an opponent to correct an illegal move would be in violation of that rule. Therefore, cheating. (Do we all agree on this?)
Moving the checkers (to different spaces on the board) while opponent is not looking is also cheating. I sure hope we all agree on this.
So, when my opponent looks away from the board, is an ethical dilemma created?
