As has been pointed out, there is a difference between tournament and money play in respect to this situation and I have no qualms with your strictly enforcing this rule in a tournament situation.

Matt and you both raised concerns of allowing the hit to stand becoming a precedent. I don't see that as a problem if you were to couple your allowance of the hit with "in the future the rules will govern" and all agree.

What would I do if I were Matt? Matt asks as to what is "fair". The word can be defined as to what is reasonable and impartial or defined as done according to the rules. The definition I would look to would be what is reasonable and impartial. I think there are reasonable arguments for both sides, although knowing the background and playing experiences of the players could persuade me to take one side or the other. I don't see this as a 'must stand on principle' decision.

If I were Matt I would consider as a key factor what impact my decision would have on my future relationship with the players as well as my long term earnings in this chou. Alienating one or more to the extent they won't play for a while or won't listen to Matt's advice as a consequence might hurt more than the money he gives up at the moment.

This line of reasoning might bring Phil to a different conclusion than Matt.
