Controversy in the Chou

"I moved my checker, hit the man and in one sweep of my hand I picked up the dice first and put the checker on the bar."
It is hard to tell if this is the same situation as in Phil/Matt's chouette.
Lifting the hit blot from the point it was on is a distinctly separate event from placing it on the bar. Clearly you put the checker on the bar after the dice were up. But did you take the blot off its point on the board before or after lifting your dice?
In my opinion, if the checker is in your moving hand when the dice are lifted and not on the board, the play is not yet validly completed. Clearly nobody can argue that the checker belongs back on the point from where it came. While some may argue that the checker has been removed from play rather than hit the moment the dice are up (and could remain off the board for the remainder of the game if the opponent wishes), I would contend that if the checker is immediately placed on the bar without delay that it was never actually removed from play and belongs on the bar. I would also caution the player and ask that they not do it again.
I can also easily see someone picking up the blot, hitting the clock with the hand holding the blot and then put the checker on the bar. This would be a bigger problem in my opinion as they are completing their play on my time. I would have far less tolerance for any repeat offenses.
