How do you interpret this section of the ABT rules?

"4.4 CHECKER HANDLING. Checkers which have been hit must be kept on the bar pending reentry. Checkers which have been borne off must be kept off the entire playing surface for the rest of the game. A player with a checker illegally removed from play may still be gammoned or backgammoned."

It says nothing about who removed who's checker from play. And while removed from play, it is not considered "borne off". It is more akin to creating a position that could have resulted from a board that was initially set up without all 30 checkers.

What I can tell you is that I know that this rule applies to the situation being discussed because I was the moron who accidentally removed Neil's checker from play (instead of putting it on the bar) that caused this irregluarity to be added to the rules.
