Frank, remember that two players agreeing to play 'legal plays' does not violate any of the tournament rules. All that is happening is that both players will have ALL their opponent's illegal plays corrected (that they observe), not selectively. There is no rule that forces anyone to accept an illegal play, no matter what the equity impact.

Of course after such an 'agreement', there is no penalty or 'enforcement' possible for someone that misses his opponent's illegal play or intentionally lets an illegal play stand.
