Knowing Phil, this question has a lot more behind it than simply "what should we do in our chouette?"
When you compare the US BG Rules to those of other games (like contract bridge and NFL football, two rulebooks I know pretty well), a couple differences jump out:
A) The BG rules are short (on detail) by comparison.
B) The US BG rules start out with The Tournament Rules and Procedures cannot and should not regulate all possible situations that may arise during a match. No set of rules should deprive the Director of his freedom of judgment or prevent him from finding the solution dictated by fairness and compatible with the circumstances of a particular case. (emphasis mine)
Many don't like A, and I believe improvements can be made there. But I definitely like B and sure hope it stays #1 if/when the next rule rewrite happens.
IMO, A) goes against most rule writing. But B) is consistent with the US court system (laid out initially by that "just a piece of paper" called the US Constitution) where it is accepted that interpretation of the law is neither simple nor clearcut. Appeals are part of the system for a very good reason. (Hmm, some US directors delete the appeal committee from their tournament rules....)
It may seem ironic for a non-theist to take something from the bible, but it is more than a tome for closed minded zealots. How about this ruling: "It says here that if something is contested between two parties and ownership cannot be clearly determined, then it should be divided equally among the two parties. Well, that rule seems pretty clear -- no room for interpretation -- so.... hand me my sword."
