As for the handling of poor sportsmanship, that, in my opinion, is a matter that is totally up to the discretion of the tournament director and is not something that should be subject to appeal.
In this case it sounds like director was asking for further opinion from people he respected. Is he not entitled to that? It doesn't sound to me as though he made a decision (on the name-calling) and had one of the two combatants protest=appeal.
I hope the monitor was more attentive/forceful than Villa (reportedly) was in the WC two years ago when the dice were (apparently inadvertantly) changed and he (as official monitor) required the player on roll to play the dice shown AFTER the alteration. A trusted monitor can give a lot of details which the players may not be clear on.
If the other members of the appeals committee were as integral as Stick, I think Chiva made an excellent decision to get a second opinion.
