I think this particular issue (and the director's discretion to change rules pre-tournament -- another recent thread) are more complicated than this.

The recent rules rewrite was by closed committee (in 2008 it was Bill Davis, Gregg Cattanach, and Danny Kleinman -- two director-players and a person who is neither).

If rules rewrites are done behind closed doors and only made available to non-director-players after the deed is done, is there any surprise we don't have uniform application of those rules?

Because a few enlightened despots decide that when you move your opponent's checker FROM The bar (or your own checker TO the bar) that this is simply an "illegal play" (as if you had moved a 4-3 roll as if it were a 4-2) is everyone supposed to just lay down and follow obediently?
