Well, I do it, so I guess I'm prejudiced in the direction of it being OK.

Technically it's not yet an illegal move. So, IMO, any reference to the current Illegal Move rule (i.e. whether it's breaking the rule) seems irrelevant.

As such I don't see a need to modify the rule for this reason (there are other reasons :), but of course a clarification addendum has merit.
