Onetime shuffle rule

An interesting compromise.

To tackle this issue (or any other), I feel some questions are appropriate:

1) What is the problem with the current rule and its consequences?

2) What is the goal of the rule change?

3) What impact will such a rule change have on things like attendance?

4) Will the rule change favor certain players or class of players over others?

For example: clocks have recently received a much higher usage in US ABT events.

1) The problem was VERY LONG matches holding up the brackets, causing delays, loss of sleep, etc. for multiple players not even involved in the holdup.

2) The goal of the change was to prevent these very long matches (and the subsequent delays).

3) The attendance effect was debated quite a bit. It seemed to many that the loss of players due to clock institution would be offset by return of people who got disgusted with the long delays and quit coming. (It's hard to get quantitative data on something like this, though.)

4) The use of clocks could adversely affect slow players, obviously, but in general they aren't of a certain skill level. I.e. there are slow players at all levels. Initially it would give advantage to those used to playing with clocks, but after a while that should be neutralized. With the current practice of only clocking Open, Masters, and (Open) Doubles events, the impact on new players is nill.

The current settings are generous enough to allow most players to play their normal game. That's important. We didn't institute clocks to turn regular events into speedgammon. Once the mechanics are learned, 95% of players will just play their normal game, and the 5% who don't will have to learn to speed up, not because anyone is forcing something new on them for the sake of principle or philosophy, but because it is unfair for them to adversely affect the other 95% by the delays they cause.
