What makes a player World Class

I am a firm believer that there is a skill to winning besides playing with a low error rate. And that ultimately your true winning rate is the difference between your error rate and that of the set of opponents you play. And errors against one opponent are not errors against another no matter what the bots say. Who is the better player if Player A is a 49/51 underdog against Player B but Player A is a 65/35 favorite on average against the rest of the field while Player B is only a 60/40 favorite?
For example, I know from thousands of matches of experience in online play that I am able to consistently maintain a higher Elo than other players that I am sure can produce slightly lower average ERs. Ray also has a proven track record of emerging from the crowd in live play with greater consistency than his ERs would predict. There is more going on than just variance.
