"It would seem to be fairer that if a player wishes an illegal play corrected, that the reserve time per move should be run off before the player is allowed to correct the play."

Suppose the player wanted to think about the play for more than 12 seconds anyways. It is literally no penalty at all and in fact the player actually got more time than deserved by making the illegal play. He got the think time from the first attempt (which was then reset) plus the full 12 seconds from the second attempt. Suppose that the player determines his play quickly. Wait, wait, ok now move quickly. One second, maybe two elapsed. At least make the player have to wait out the 12 second reserve time before the next roll. Or even better a 30 second penalty like Jason suggests.
