US Clock Rules - Illegal Play

I don't agree with the whole penalty aspect for two reasons.

The rules already provide the director the power that a player who intentionally makes illegal plays in order to gain an advantage can be penalized or even forfeited. So the idea that a player will make a habit of deliberately making illegal plays in order to gain an additional 12 seconds of think time seems a bit of a stretch. If a player believes his opponent is deliberately making illegal plays, he should be talking to the director.

Secondly, one of the reasons for playing with a clock is to ensure timely completion of matches and thus an on schedule tournament. I do not think that having both players sitting there watching the clock for 12 seconds and possibly an additional 30 seconds after that is the way to speed up matches and avoid delays to the event.

Just hit the clock and fix the play. There is no punishment for illegal plays in non-clocked play, why does there need to be one here?

What I do think, however, is that the player considering whether to require correction of the illegal play should not be penalized his own delay time to do so. In my opinion, the player noticing an illegal play should immediately say "illegal" and then consider what to do. Once deciding, he should either say "condone" or "correct" and then hit his clock. If he said "condone", the opponent simply hits the clock again without doing anything. This also helps to establish any pattern of illegal plays. Of course, the player is always free to simply roll without doing this - same as if he didn't notice the illegal play.
