This is what I said:

My approach (and I'm not a director) is that before director creates a harsher than standard penalty, the player should be warned of the infraction previously by the director. (emphasis not in the original)

I didn't say there should be no penalty unless warned.

In my opinion, forfeiture of turn is "harsher than standard".
