At the no-longer held Indiana Open there was a handout (given at time of registration) with extra info on it. I believe the Midwest Champs has done this too, and maybe other tournaments from time-to-time.

Another possibility (and maybe this was done at LA) would be to put the clock rules on the drawsheet, right next to the posted play-to score-per-round. I think a very large magic marker wording would be appropriate.

Eventually as clocks become standard, these issues should fade away. (Of course there will always be exceptions....)

I agree with others that the Calcutta isn't the most efficient time to point out things that are applicable to the field in general.
