What is the difference between

Clocks enforceable

and "Clock preference" (a clock has to be used if one of the players preferrs to play with a clock)?

I think both phrases mean the same thing, therefore my Q is: What is the difference between both phrases (is there any at all)?

Why do you like like enforceable better? (Please note that English is not my mother tongue)

I think "Clock preference" is already frequently used, and is pretty clear what it means; therefore I think I like it.
