When the new US clock rules were re-written we went with (using Joe's number of players requesting system):
Required (0)
Allowed (1)
Optional (2)
But I agree that 'allowed' isn't strong enough for what it means. Bill Davis went with these in his latest brochure:
Required (0)
On Request (1)
Allowed (2)
Which is a better use of the word 'Allowed', IMO. This last list is my preference.
I think without any notice in the brochure people realise that clocks on the Director's request is always possible.
On the bigger subject, I hope to see ALL tournaments with clocks on request for Open, major Jackpots and Doubles. I don't see the need for clocks required (though I don't object at all); clocks on request is what is needed.
