Definitely don't slot the 7pt, in case that is the issue in question. I'll assume you are asking whether the choice of 3/2 or 2/1 is obvious.

The benefit of Blue's having the 2pt (instead of 3pt) blotted in order to create a good 6 is an illusion (at least on his next roll, the most important one to consider) because none of his 6s will be used to cover the 2pt. 65 and 63 run from the 15pt, 64 and 62 break the 10pt, 66 does both, and 61 transposes.

For the race, 3/2 is better than 2/1, though it's a small factor.

The most significant factor is that Blue's 53, 41 and 32 (covering the 3pt) will play better after 3/2 than they will after 2/1. Everything else is pretty much a wash. Having seen that, I guess 3/2 is "obvious."
