It's usually wrong to volunteer a blot on the midpoint when opp's furthest back checkers are on his/her midpoint. The reason is that opp can just ignore the blot when hitting is inconvenient, but hit when that route is advantageous. It's kinda like "heads I tie, tails I lose". This looks like an exception. The only roll that Blue can gain by hitting is 2-1. Meanwhile White gets something worthwhile -- the full six point board, which isn't guaranteed by waiting.
It still may not be right because the timing could cause White to break his/her pretty board before getting a shot. (And of course White could make the full board later.) Another reason that it might not be right is the cube value and location -- White may not need the full board to win -- just hit+fan+Dbl+pass.
Note that Blue's board is such a mess that if/when White's timing issue arises, running one off the 20-point and leaving one will likely be a playable option. All the more reason to make the full homeboard now as you're more likely to be able to keep it intact.
