As you note there are many variables to be considered. Score plays a big part, not surprisingly, since if the game is out of reach (one way or the other) it doesn't matter.

Here is a piece of information you might find meaningful: on average the first timeout in the second half is worth ~1% GWC; the first timeout of the first half much less (~0.3% GWC if I remember right). Note this is averaged over many games, particularly many scores. To get this result all I did was run games from the opening kickoff between equal teams where one team got the usual 3 timeouts in a half and the other team only 2. (I did two sims so I could check each half separately.)
