I used Janowski's $-game canonical efficiency of 2/3 and then rounded up to a single digit value (0.7). It seemed to work pretty well after that.

I'm sure every situation has it's own value, but figuring out what that is will be a while, I suspect. We've found some anomalies over the years, and as usual the anomalies don't seem to follow a simple pattern. (It only becomes simple after you figure it out. :)
