I don't agree with this statement. If 16 Superstars enter the bottom bracket, the equity of the average player in the top bracket is also $600.
"[...], then as a corollary, isn't Superstar's equity enhanced by this arrangement? Does allowing different round entries violate the principal of a random draw?"
No, 16 Superstars together entering the bottom bracket will have an equity of $1'400. Altogether, they will have the same equity than 1 SuperStars entering in the final round ($1'400*16=$22'400).
