This is an excellent idea, and as misja mentioned, checkerplay.com has started to implement something that I think could become a very valuable resource.
As for search facilities, obviously the GNU and XG identification numbers are essential. However, there are other more sophisticated kinds of searches that one might want to do. The source of the position is an example: Did it come from a tournament? Or a book or an article? Also one might want to search according to strategic features of the position: race, blitz, anchor, etc. One might also want to search for specific patterns of checkers, or by (approximate) pipcount, or combinations of all these.
The Chess Problem Database Server may give you some other ideas about how to organize such a database.
