How would you rule at Jackson's Bar?

You all must have been at the bar a long time if you are rolling so that the dice go flat in opposite halves of the board 10% of the time.

Another argument for the rule is that in a clocked match a player could intentionally roll so the dice split making the opponent waste an extra second picking them up.
