For a final match, it seems inconceivable to me that a neutral board could not be found.

I agree, but what if this happened in the semis, the quarters, even the first round?

It would be hard (if not impossible) to write the rules so that every conceivable issue (as you just scratch the surface of) could be covered.

So in the end we're left to director discretion. We trust the directors in many ways at our tournaments. This one seems to be well down the list (but at the same time, I'm not saying it's irrelevant).

Let the directors know how you feel about the ways their tournaments are run. Homeostasis...
