Your suggestion has merit, but two things come to mind.

1) The Madison format provides plenty of BG play as it is and is plenty long enough with 9 pt matches since now there's usually some time for the players to rest somewhat in between rounds and for the staff to do the draw for next round on time.

2) I do recall a 9 pt clocked match in WI last year that took almost the entire 2 hours. I also recall waiting for a clocked 11 pt match (2/12) between two near Giant ability players elsewhere that took 2:15 to finish since it had lots of long games.
