Phillips is a classic example of someone who is very good at one area but doesn't understand that going beyond that comfortable boundary will put him in a danger zone. Phillips has excelled at defense. Playcalling (as we are using the term) is an offensive trait. Hire an offensive expert and let him do his job.

A major part of being a head coach in any sport is hiring and managing. Apparently that concept is difficult to understand for the egotists in the NFL.

Another case in point is Cam Cameron. He was a great college offensive coach. Then Indiana U. hired him and his teams scored 35 points/game... his defensive gave up 40+. He lost his job and quickly got snapped up by SD Chargers as an offensive coordinator where he again excelled. Then Miami hired him as a head coach and... one year later (after going 1-15) he gets canned again. IMMEDIATELY John Harbaugh (head coach of Baltimore) hires him and the Ravens improve drastically on offense (they already had the one of the top 2 or 3 defenses in the league). They almost instantly become contenders.

Of course time will tell how much Harbaugh keeps his hand out of the playcalling cookie jar.
