For a generic NFL case (equal, league average teams) the first case is a 5% MWC error. 2nd case it is correct by 1% GWC to try the FG, but if it were a similar situation but with 38 seconds remaining in FIRST quarter then it would be about the same magnitude in the other direction -- i.e. going for TD is better by about 1% GWC. The reason for the difference is exactly what you said -- late in the half there is virtually no chance the team with the decision will get the ball back (with good field position to try for another score).
