Legal/Illegal/Impossible moves and USBGF rules

The USBGF could do a set of their own rules, I'm for that, but not something I'm interested in pushing.
(Just to be clear, this post isn't directed at Stick since he knows everything I'm saying at least as well as I do.) Being a member of the (currently inactive) USBGF Rules and Ethics committee from its inception, I'll give my take on what has been discussed previously in these regards.
1) Our general thrust has been to attempt to see a uniform set of rules adopted -- uniform meaning worldwide. British, Danish, and Chiva's organization's rules are among the rules sets that were looked at, along with the ABT rules.
2) Up until now there have been no USBGF tournaments. There will be an online National Collegiate Championship (April 2) and in conjunction with the June (ABT) LA Open there will be at least two USBGF side events. USBGF rules have been unnecessary so far. I could be wrong, but it seems to me that if there were an official set of USBGF rules it would be largely symbolic, at least in the current US tournament climate. Would ABT directors be more inclined to adopt them, in part or in whole? I suspect it depends strongly on the particular director. I could imagine in some cases such a rule set having even the opposite effect, but that alone should not be a reason for avoiding writing and approving them.
3) Speaking as someone who has been around, in discussions, since prior to the formation of the USBGF, I've noticed some general sentiments which aren't (AFAIK) 'official' policies. The organization has been careful not to force their agenda on outside parties, specifically the current ABT tournaments run by a loose knit group of experienced individual promoters/directors. In fact when the idea of a national organization was first being discussed there were a handful of US directors who felt uneasy about the whole idea. I surmised that losing control of their own tournaments was one of the concerns. Over the last year plus, I think those trepidations have eased as the USBGF has worked in parallel to improve the game for everyone in an amicable, cooperative fashion.
4) As to whether a legal moves rule would even be 'blessed' by the USBGF, I don't know, and I suspect the Board of Directors would be the ones who would have to approve of such a position, given not only its apparent importance but also the emotional involvement that seems to get expressed every time the subject comes up.
