"Gin" rule - is it needed?

The clock shouldn't run when cocked dice are being rerolled, but that 'rule' (if it existed) would be so difficult to enforce uniformly that it doesn't (and probably shouldn't) exist in blanket form.
However, cocked dice that leave the board ("board" includes checker and dice storage area) should lead to clock stoppage*, if only for sportsmanship reasons. Restarting the clock when the dice are back in the cup is the standard (from my observation) procedure.

5.2 STOPPING THE CLOCK. A player stops both clocks, (a) to offer a concession, (b) to take an authorized break between games in the match, (c) to retrieve fallen dice, (d) to contest an opponent’s action, (e) to move after the opponent has picked up the dice in error, or (f) to summon the Director.
