Choice of equipment rule

In Response To: What clock to get; what time limits to set (Rich Munitz)

The issue of a dicetube being used by casting lots has been brought up here, with opinions (what else is new) but AFAIK, no official resolution.

What about clocks? Of specific concern is the situation where one of the clock types is a device designed for clocking table games, while the other is a device whose primary use is for something else (like a smart-phone).

Opinions welcome. :)
