You don't need approval to record any of these matches.
I guess this is a new thread to get away from the contentious earlier one. :) BTW, this post is not intending a return to contentiousness. It is (in my style) a provocation of thought and discussion with hopes of a unanimous conclusion. But I'm wondering, Bill, why you are interested in matches between college students.
I watched some of the matches in the USBGF National Collegiate Championships from a couple weeks ago, and actually have (thanks to Phil and Joe R. and maybe others), for the purpose of personal instruction, four of the five recorded matches our IU team were involved in. The level of play was not particularly stellar, and from what I gleaned it wasn't just our team and its opponents who fall under this description.
Most of the contestants in that event would (correctly) be placed in novice competitions at a weekend ABT event. What they lack in skill (presently) they make up for in enthusiasm and hunger for knowledge.
Would having a copy of a match between two novices (or even two intermediates) be of value to the non-participants and non-teachers of those two? Would the potential embarrassment of those participants hinder their enthusiasm or their willingness to play (publicly) online?
Meanwhile, there should just as easily (simply on SHG) be access to matches between stronger, (hopefully) less vulnerable players. From a learning point-of-view I would think these would be better for the observer. Finally, aren't there scores of recorded matches on the internet already? How about the matches from the freshly contested international competition that Stick made available?
