Moving from 20pt to 18pt - when and why?

In general, timing is an extremely important consideration. Tactics can be important too.
In this position, you definitely want to move your back checker in order to keep timing to hold your midpoint and another anchor.
In this position, I think the following factors make the difference:
The 20 point directly pressures the 6 point and 8 point, with indirect pressure against the midpoint. The 18 point directly pressures the 8 point and midpoint, and releases all pressure on the 6 point. Pressure on the 6 point is relatively unimportant here.
If you make the 18 point, you may escape your trailer and thereby gain enough time to wait for a double direct shot at a blot on White's midpoint. Or you may force him to clear his midpoint sometime, volunteering a single shot in order to minimize your overall hitting chances.
If you run to the 16 point and keep your 20, White gains a few numbers that hit on the 16 point and pass to safety: 41 43 45 46 (of course 44 and 22 are good for him in any case). If you miss the return (only five shots), you're in bad shape. By contrast, 24/18 20/18 gives him no equivalent opportunity, though it enables him to point on you with 11 31, whereas pointing 33 would be good for him even if he couldn't point on you--and note that his pointing 11 is awkward because he can't keep a four-point board without giving you a direct return shot.
