You should perform some kind of hard drive check to make sure that really is a problem, though, before you proceed further. Since you can't boot you can try http://www.ultimatebootcd.com/ or an equivalent boot CD. After that you can try to go about recovering data, etc. If hard disk diagnostics show that everything is fine then there is no point in replacing the hard drive.
Or, of course, you can always try reinstalling Windows, which will work if the hard drive is fine and might work anyway even if the hard drive is damaged--you will need a Windows CD. But if the hard drive is damaged, you would want to replace it ASAP, since it is probably on the verge of failing.
