Do you mean per year?? Given that a 'team' is 2 vehicles and there are about 11-12 teams participating each year, if I interpret what you say correctly that is nearly $5 billion budgeted per year for those F1 teams. Compare that to NASA ($15 billion or so per year, funded by a hundred million people)! Mind boggling.
I don't know the numbers but my guess is that top US teams (Indycar and NASCAR) are spending easily an order of magnitude less, and possibly 20 to 40 times less per vehicle in competition. And NASCAR's top series ("Sprint Cup") has about twice as many races per season as F1, although on only one continent. :)
