I think those two descriptions sound quite similar, so yes, it's the same sort of thing. Also in backgammon: One way to look at it is that at the time the stronger player has collected some smallish amount of luck, she is often ready to claim the win, while when the weaker player has collected the same amount, he usually still has a long way to go.
