A 2 checkers on each home board point.

Flat position. Wastage = 10

B: 2 checkers on each of the ace through 5 points.

Clearly wastes more than a flat position. Wastage = 11

C: 2 checkers on each of the ace through 4 points.

A 4 roll with an even number of checkers averaging 2.5 pips per checker. This adds 2 pips onto the 7(n)+1 pure roll epc count. That would mean 7(4)+1+2 or 31. Since the range for adding 2 pips is 2.3 up to 2.6 (but not inclusive) I imagine it wastes a fraction more then B. Wastage = 11.X where X is small.

D: 2 checkers on each of the ace through 3 points.

A 3 roll with an even number of checkers averaging 2 pips per checker. This adds 1 onto the 7(n)+1 pure roll epc count. That would mean 7(3)+1+1 or 23. Wastage = 11

From least to greatest would be A, BD, C.
