I am pretty sure it is a wrong quote, and that it should be something like "Only when you are 100% sure that if you double your opponent will drop, then it can be TG".

I recall that Kit mentioned something like that somewhere, but where, I also don't know. The revised quote is an exaggeration of course, but makes an important point that if you double a position that is technically TG, your opponent might surprise you...
