I believe this is all just a misunderstanding of the Woolsey Doubling Rule. I paraphrase what I believe the (simplest form of) the rule is:
If you are on roll with access to the cube and unsure if your opponent technically should take or pass, then double.
This covers two cases:
1) You think the position is a take, but you aren't 100% sure;
2) You think the position is a pass, but you aren't 100% sure.
#1 is more common while #2 addresses the 'too good?' situation.
There is nothing explicitly in the WDR that covers what you think your opponent WILL do. Of course if you have that kind of information you should definitely include it in your decision. And it's true that IF your opponent errs, you gain. This is most of the underlying value that comes from following the rule.
