What counts as making two games distinct?

Number the plays of a game sequentially 1,2,...,N,... When comparing two games, if there exists an N such that after the dice are rolled but before the move is made, either the checker locations or the diceroll are different, then the games are distinct. (By diceroll, I'm assuming the degenerate definition that black a, white b is the same as white a, black b, although I don't know that this is even necessary.)
