We need to get off in two rolls, so one of them must to be 66. If the 66 happens first then we are better off playing 3/1 now (29 ways to get the last two off compared to 25). What if the 66 is coming second? After 4/2 we take two or more off with 4x3=12 non-doublets plus {22,33,66} ==> 15. After 3/1 we take two off with 3x2 = 6 non-doublets plus {22,33,44,66} ==> 10. That's a difference of 5 which is better than a difference of 4. (I think it's correct to count 66, but if it's wrong, since I counted it for both cases, the difference is still 5.)
