Lamford in the chapter "Holding Games":

High Anchors
Another common type of position is when one side has an anchor on his 21-point or 20-point and the opponent has two or three points made in front of the anchor... Frequently, both players still have their mid-points.

The evaluation of high-anchor positions depends on a number of factors:

(a) The race. A position is never a double if it would not be a double without contact...

So, Lamford is careful to apply this advice to a narrow range of positions. Your position doesn't meet his criteria (but probably meets my butchering of it) - the presence of extra landing points makes a big difference.

And there are probably exceptions, even though he says "never".
