The reason Lamford says that is because in most cases contact favors the side with the anchor. (the side w/ anchor can race when the other side can't fill in a gap, or can hit a shot, etc). So if you don't have a double based on the race, and contact doesn't favor you, then you logically can't have a double.

On the other hand, if contact favors you, all bets are off.
