"I believe that it is better to play 3/1(2) as it improves your winning chances in term of bear off efficiency"

That must be a big factor. It is also interesting that having 2 checkers on the 3 still would be even better. This is especially true if the straggler is not yet in the homeboard meaning a miss from a 3 is potentially more harmful. The play 23/22 2/1 (3) though may make a later 3/1 necessary when one does not want a blot.

"This means that 3ply can play better this position (after 23/22* 3/1 2/1) than XG++? "

That is not what is happening.

The prime player has the tougher plays and benefits more from the higher level in the RO. This is seen by the higher win % for the straggler player for every play in the 3 ply RO compared to its in % in the XG++ RO. In particular the 3 ply wining play of 23/22* 3/1 2/1 play wins 9.69% in the 3 ply and 9.23% in the XG++. The XG++ plus play of 3/1 (2) also did better for the straggler player in the 3 ply rollout (9.52% vs 9.41%). The difference for that play though is smaller as it leads to simpler games with no trap plays or prime breaking attack plays necessary
