White's board is so weak that you can afford to play for the best structure possible. Return hits shouldn't really enter into your thinking because they don't change the equity much, other than perhaps the jokers like 11, 22, 33 and 55.
Leaving your 2 back checkers on the 18 and 20 while putting a largely superfluous 3rd checker on the 9 point (good if you roll 41 or 54, but not much else) is an awkward configuration. Playing to the 14 lets you make the 14 if you roll a 6, or the 13 if you roll a 1. And you still have a bunch of builders if he enters on your 5.
Let's assume your opponent enters with a normal roll (call it 14, say he enters on your 24 pt and makes his 4 pt). Do you really want a 3rd checker on the 9 and to stay stuck back on the 18? Pretty clear that 18/14 is better.
If your opponent had a stronger board where you had to worry about blots and shots, playing 13/9 might make more sense.
